I was reading Deuteronomy 1 and 2 and I came up with two thoughts:
1) In Deuteronomy 1, Moses is having trouble governing all the people. So they chose a bunch of people to be leaders of thousands, leaders of hundreds, leaders of fifties, and leaders of tens.
